I suspect John thinks about the following sentence in the manpage of
run-parts, so check that:
Filenames should consist entirely of upper and lower case letters,
digits, under scores, and hyphens.
You could also try
run-parts --report /etc/ppp/ip-up
maybe that gives a clue.
