You could use the 'default' option to make it boot into one besides the
first by default. man lilo.conf for more info.

The thing is, the dual boot setup depends on the way your partitions are
set. For example, if you have win98 on the primary slave, it seems you
have to include options to swap the drives in bios. These options aren't
necessary in a setup with windoze on the first hd.

I'm not saying it would be impossible, but it would be very complex to set
things up such that a majority of new users could easily use it...
