I assume you are using slink since you didn't mention what is in your
sources.list file.  Debian 2.1r3 has been propagating to the mirrors so
you probably are upgrading all the packages that have been updated from
r2 to r3.  Notice that it is downloading 11mb but after all is said and
done you will be using 2260 less.  You aren't installing new packages
just changing the some of the currently installed ones.

That is my take on it anyway,
