To deny them telnet access, you can edit the password file using 'vipw' if you
are comfortable with that.  Make their default shell /bin/false instead of
what is their default shell now.  Make sure /bin/false is listed in
/etc/shells, first.

You can instead deny them telnet access in /etc/hosts.deny
with something like:

in.telnetd: ALL
