Can you type 
file GUILGNL0.GZ (be sure you have the package file)
and see the output.
You should get :

/tmp/gwget_0.3.2.orig.tar.gz: gzip compressed data, deflated, last modified: Sun Jun 20 21:37:21 1999, max compression, os: Unix

or something similar.

It's possible if your package is broken or not fully downloaded.
