COM1 and COM3 typically share IRQ4, and COM2 and COM4 typically share IRQ3. If you look at the output of the dmesg command (dmesg | grep ttyS) soon after booting you should be able to see the Linux kernel's detection of these devices.
I guess that Linux will have no problems with the modem in COM3. Certainly it handles multiport serial cards that share interrupts with no problems.
Still, in your present predicament I would be trying the modem on ttyS0 or ttyS1. Maybe you can move your two other serial devices and give this a try.
