Yes, _any_ package using a non-essential package in pre/post
inst scripts must either handle the absence gracefully, or depend on
the package providing the utility. (In some cases a pre-depends may
be indicated).
You can file a bug by either using the ``bug'' program (this
is by far eaiser, and it includes extra information for the
developer), or by sending mail to submit@bugs.debian.org, with the
following lines in the body of your message (at the top)
