You seem to have a PCMCIA problem. After I wrote a follow up 10
minutes ago I searched where I store my old computer stuff and found a
Megahertz XJ1144. I tested it on an old notebook running Linux 2.2.9
and the PCMCIA card services and modules version 3.0.9 and did not
have a problem at all. This modem is not a Win modem and works perfect
under Linux.

You need to run pon before using APT if you are using a mirror in the
Internet. If you have a local mirror (which I don't think is your
case) the you need to be connected to your ISP before running APT.
