Because inserting a module inserts it into the running kernel (in
RAM), not into its image on disk. When you reboot, you get a clean
copy of the kernel from the image on disk.
The effect you want can be achieved by putting
ide-scsi
into /etc/modules on its own line. This will insmod it during
boot up.
