Yes, it is.

Hmmm, I use wvdial and _always_ stop it with control-c,
it then says:

Caught signal #2!  Attempting to exit gracefully...
--> Disconnecting at Wed May 26 18:29:55 1999

By the way, the problems started after the upgrade to Debian/Gnu Linux 2.1.
