Festival doesn't depend on the voice packages, because it's possible to use
it for other tasks (the thing includes a complete scheme implementation)
than speech synthesis, and for those tasks you wouldn't need voice files. 

It does reccommend a set of voice files. Look at dpkg -s festival. Apt
ignores reccommendations, though.
