PHP3 debugger

How come I can't use the PHP3 debugger???

Everytime I try I get: "Fatal Error: Call to unsupported or undefined 
function debugger_on() in /url on line 10"

Here's a snippet from my php3.ini file and the actual code I'm 
using... where's the semi-colon I forgot? ;)
