The decision not to include it in the distribution was made on 08 Oct,
1998.  This is most likely after your CD was cut.  It is not available on
the FTP archive.

Yes, the package search engine does indicate that it is available, but if
you attempt to download it you'll notice that the package files don't
actually exist on the ftp site.
