Compressed image found at block 0



When installing Linux from the boot floppies for the first time, I get a fatal message :
Kernel panic: VFS: Unable to mount root fs on 01:00

2 lines before that is the error:
RAMDISK: Compressed image found at block 0
invalid compressed format (err=1)[MS-DOS FS Rel. 12,FAT 0, ...

Any idea what it could be or what to do?
The drive WAS set up as a compressed drive.  It has since been formatted, fdisked, low-level formatted, and every combo in-between.
