Netscape bug?

Yo-

I think this may be an old question but since Netscpae is my problem I
can't peruse the Lists-Archive very well.  I, on a whim, decided to
install Navigator 4.04 and replace 4.03 which was working just fine.  I
installed 4.04 and it was a mess, it refused to load and background
images, frames and it was completely ignoring the <APPLET> tag.  I became
frustrated and decided to go back to 4.03.  After that re-installed I got
Java back but still no background images or frames!  Has anyone else 
experienced this? Is it a bug or have I somehow corrupted something?

Any insight appreciated!
