How about this:
chmod o=x /home/tim
find /home/tim/public_html -type d | xargs chmod o=x
find /home/tim/public_html -type f | xargs chmod o=r
(or whatever the dir is called in which the server looks for userhomepages)
Better try it on a dummyuser first :-)
