xemacs/emacs cannot find the package

Hi all,
	In xemacs, when I choose the option browse the web from the menu
bar, it returned "Cannot open load file: w3-el/w3".

	But I checked the file and it is in /usr/lib/xemacs20.4/lisp/w3...


	Could anyone help??
