That's the BSD style init.  Debian uses SysV style init.  From what I can
tell, you can put your local init scripts in either /etc/rc.boot/ or
/etc/rcS.d/

What I do is write a script, put it in /etc/init.d/ and link to it from
/etc/rcS.d/
