Check the file permissions of xterm:
~$ ls -l /usr/openwin/bin/xterm
-rwsr-xr-x 1 root root 156140 Sep 19 17:12 /usr/openwin/bin/xterm*
^
I assume you do not have the setuid-bit set, use chmod 4775
/usr/openwin/bin/xterm to correct this.
