It does not know what domain to qualify user@dogbert to. In other words,
it wants to make a fully qualified name ... user@dogbert.domain.com but it
can not tell how it is suppoed to do this so it just uses dogbert.
In your /etc/hosts file you might make sure that you have the FQDN listen
before your hostname like this:
1.2.3.4 dogbert.domain.com dogbert
rather than
1.2.3.4 dogbert dogbert.domain.com
