exim:incoming message frozen

hello,
the problem is that I can send messages to other domains but I cannot
receive any message and in mainlog file I get the messages for example:

please tell me when an incoming message could be frozen.
Could this by due to the fact that there is a bad configuration about the
citon domain name server or this problem has nothing to do with this ?
