I've no problems with german characters here without .inputrc and all
such stuff, only with this in /etc/bashrc:
   | set meta-flag on
   | set convert-meta off
   | set output-meta on
In /etc/profile there is:
   | export LANG=de_DE
   | export LC_ALL=de_DE
That's all, no extra fonts, unicode font maps etc.
