I'm not sure about the download file you used ... I used these:
    quake2-dm-3.13-2.deb
    quake2-3.14a-3.deb
    
Then I put the distribution pak in:
 usr/local/lib/games/quake2/baseq/pak0.pak

Also, create the directory <$HOME>/.quake2.  This is where the
ref_soft.so ends up, and it looks like your system can't find
it ... that may be your problem right there.
