Unknown telnet attempts

Hi, y'all,

I get this kind of thing in my xconsole with some frequency (a few times
a month, I guess):

Aug 16 15:59:47 mattyt in.telnetd[431]: connect from
c1-netserver.fibertel.com.ar
Aug 16 15:59:52 mattyt telnetd[431]: ttloop:  peer died: Invalid or
incomplete multibyte or wide character

It's always from a different location.

Can anyone shed any light?  Is someone telnetting to the wrong IP by
mistake?  What's an 'Invalid or incomplete multibyte or wide
character'?  Is someone trying to mess with me, or am I paranoid? :)
