This is probably not true - Netscape is a binary-only product so there's
no way it can be much different on the two platforms. A GIF can specify
the number of times it wants to loop, so possibly you're looking at GIFs
with different loop counts.

If it is true though, I'd guess it's an X resource setting. Look in
/usr/X11R6/lib/X11/app-defaults. I'd look but I don't have the package
installed.
