You could put it in /usr/local/ncurses and use the following in your
Makefile:

ICURSES = -I/usr/local/ncurses/include
LCURSES = /usr/local/ncurses/lib/libncurses.a

As an aside, I've never gotten taper to work successfully since upgrading
to ftape-3.04d.
