I have this in my .fvwm2rc.  You will need to setup sudo to use it though.

AddToMenu Quit
+        "Quit fvwm" Quit
+        "Reboot" exec sudo reboot -t now

Alternatively, Ctrl-Alt-F1, Ctrl-Alt-Del.
