ppp, chat slow connect

I finally got pon to start pppd and chat to connect to the internet via
modem. The first time I typed pon it dialed out, but this was after
playing with the commands manually from the command line. The next time I
booted the system and tried it again nothing happened. I typed ps and saw
that both pppd and chat were active, but nothing happening at the modem.
After about a minute pppd and chat shut down, and then restarted. THEN the
modem came to life. I am using a Motorola modem-surfer EXTERNAL 28.8 fax
modem. The script(s) are set to use 115200 baud. My guess is that it
takes two or three tries for chat and the modem to agree on the interlink
speed. But how come windows 95 can bring up the modem on the first try (no
wait at all)? Any ideas on how to speed this up?

On the plus side Netscape 4.05 under linux seems faster than NS 3.x or NS
4.x under windows-95, so it's worth the wait. As soon as I get the windows
machine up with an ethernet card, I'll move the modem to the linux machine.
Right now they share the modem with a switch box.
