I saw this same problem, and reported on it.  The problem seems to be
caused by the failure of "perl-base" to be correctly installed.  (I'm
not a dpkg expert so I could be wrong)

In the meantime, using the 1.3 disks and autoup will work, sort of.  I
found that I had to create the "/var/lib/dpkg/methods/ftp" directory by
hand before dselect would use the ftp method.  I then installed the
dpkg-http method and all went well after that.
