Well on my hamm system they ARE the same file (hard link):

bash-2.01$ ls -li /sbin/mke2fs
  19716 -rwxr-xr-x   2 root  root 17116 Jan 29 12:56 /sbin/mke2fs
bash-2.01$ ls -li /sbin/mkfs.ext2
  19716 -rwxr-xr-x   2 root  root 17116 Jan 29 12:56 /sbin/mkfs.ext2
