You should install the developers-reference package from hamm. Then you
could also check www.linux-magazin.de for a (german) article about
building debian packages written by Sven Rudolph and Heike Schlittermann.

And: there is the debian-mentors list, where you will find a debian
developer to assist you in your first packaging. Check
http://www.debian.org/MailingLists/subscribe.html for this.
