Qpopper: what happened to /etc/popper.deny

Hi.

I noticed that the debian version of qpopper doesn't seem to use the
/etc/popper.deny file which our old version of qpopper did.

Does anyone know what I need to do in order to be able to use this file
again to restrict POP access to mail?
