No.

Which version of INN? In 1.4unoff4, ctlinnd was in /usr/lib/news/bin/ctlinnd
and /usr/sbin/ctlinnd was a symlink to it. In 1.5, ctlinnd lives in
/usr/sbin/ctlinnd.
