The same happened to me (after lock-up in root password change after first
boot). Login didnt require root login, but other programs did.
I found an empty password field in /etc/passwd but shadow entry was ok.
Putting :x: in /etc/passwd fixed the problem.
Seems like /bin/login bug/feature.
