Debian 1.3.1 and sendmail-8.8.5 source package

I try to change the sendmail package slightly.  Because there is no
sendmail*.dsc in 1.3.1 I have to unpack the file manually with tar.

If I try to "dpkg-buildpackage" in that directory I only get the error
message:

  dpkg-parsechangelog: error: cannot open debian/changelog to find format: \
        No such file or directory
  dpkg-buildpackage: unable to determine source package

What are the neccessary steps to build sendmail from source?
