There are legal problems putting PGP on the CDs: if it were included, the
CDs could not be exported out of the USA (you have some _weird_ regulations).
Also, the copyright conditions on packages in the "non-free" section
do not allow them to be put on CDs.

In both cases, you'll have to retrieve the packages through ftp.

ftp.debian.org .
