In /etc/X11/xdm/xdm-config I have a line
DisplayManager*userPath: /usr/local/bin:/usr/bin:/bin:/usr/bin/X11:/usr/games
You can always add directories to your PATH in your .bash_login file
(supposing you are using bash) typing something like
export PATH="$PATH":$HOME/mydir:/usr/toys/bin
