There's a draft-RFC for setting up classless DNS at

ftp://ftp.nordu.net/internet-drafts/draft-ietf-cidrd-classless-inaddr-02.txt

This draft expired 970525, so there might be a more recent version, og
perhaps a full rfc available by now.
