It's one line of shell programming. 

(cd debian/tmp; md5sum `find . -type f -print`) > debian/tmp/DEBIAN/md5sums

Programs built with "debmake" do this automaticaly. The last time it was
proposed to put this in "dpkg-deb", I think Ian Jackson objected that it
was very slow. That was a long time ago. We should probably put it in.
