anonymoys FTP are to all user...

hello !

could you help me a bit.
how can I setup anonymous FTP area to all users
I mean:

ftp://ftp.somewhere.com/users/user1

it means /home/user1/ftp

and anybody can upload to these are just like /Incoming but only the user
can read/delete ?
maybe set any quota for these directories to 2M only?
