I've been able to clean out such things by carefully editing the
/var/lib/dpkg/status file.

I think I've sucessfully both removed the entry or sometimes just
changed the status to:

      Status: purge ok not-installed

Usually there have been few or no files left over from the old package;
just the status file entry.
