INIT: no more processes left in this runlevel

Hi,

I installed Debian with no problems (and no special drivers--maybe I
should have) on my 166mhz Pentium with 16MB RAM, U.S. Robotics 36.6,
8x CD-ROM (I forget which brand--I'm at work), no network connection
as yet.

When I try to boot, everything seems okay, but then I get stuck here:

Starting system log daemon: syslogd klogd.
Starting kerneld, version 2.1.34 (pid 84) <-- changes, of course.
Starting base networking daemons: rpc.portmap inetd.
INIT: no more processes left in this runlevel

If I try a soft reboot, I get a segmentation violation and PANIC.

Is the INIT message about no more processes in runlevel 2 normal?
Should I wait longer to get the login prompt?

I HAVE managed to login once--the initial login. But that's it so
far. Not sure why it worked that time--it was after a reset and I
stepped away for a bit.

Oh, yeah, during installation I kept seeing messages about an open
tray and some I/O error--I can't tell you the exact wording because
it flies by too fast. Maybe just my imagination.

TIA.

-Hao
