apache 1.1.3-6

i've noticed our web server has been behaving rather strangely
recently. if you try to access a document in a user directory
(http://server/~username) the first time you do it you get an error,
but the second time it works. looking at the log files i found this
error:

access to /webhome/~username failed for xxx.yyy.zzz, reason: File does
not exist

has anybody else seen this. is this a problem with apache in general,
the debian version or my own setup. as i said in the subject, i am
running apache version 1.3-6.
