New versions of sysvinit (2.70 and up) support a '-i' flag given to
halt/reboot.  It will then configure all interfaces as down.

Also from a security point of view this is a good thing to add, and I hope
the maintainer of the sysvinit package will this make the default for the
reboot/halt scripts (i.e. reboot -d -f -i).
