Yes, there will be one. It's called ELKS. Runs on any 8088 or above PC.
Currently, it boots, mounts a floppy, and maybe runs a program (if you're
lucky).
I doubt it will ever run debian, though. At least not on my XT. dpkg would
be a little slow. :-)
