SB16 PnP

I have a sb16 PnP card installed in my micron pc.
I've compiled sound support into the kernal, but
I have had not had success.

I get the following results:
$ cat /dev/sndstat
cat: /dev/sndstat: No such device

I'm assuming the difficulties result from the card
being PnP. (reasonable? ) Is there a deb package
of isapnptools? Where? I've grepped the listing of
the ftp.debian.org mirror and can't find it.

Is there another way to deal with PnP cards?
And should the audio devices belong by special groups?
