Well, they are not. I don't know where you got that idea. msdos-i386
contans a set of directories grooping up the packages. Then every packages
in msdos-i386 is simply short (msdos compatible) name linked to the
actual package in binary-i386.

If you are planing to store the packages on a msdos partion yes, otherwise
you can just as well use the long filenames found in binary. The smootest
way to install it though is to install the base system and let the
packages system download the rest.
