IMO a getty-ps or uugetty package shouldn't do any of these things.
It should just install a separate getty-ps binary, and let the
sysadmin do what they want with it.

Read the source for the hello package, and the Debian packaging
guidelines (guidelines.info, from a recent dpkg).
