Have a look in /etc/inetd.conf
talk dgram udp wait root /usr/sbin/tcpd /usr/sbin/in.talkd
ntalk dgram udp wait root /usr/sbin/tcpd /usr/sbin/in.talkd
Make sure these two lines are uncommented, then kill -HUP inetd (i think
that's it, or just do a ps -aux, get the process number for
/usr/sbin/inetd and do a kill -HUP ##)
