I think the problem is that g77 was compiled using gcc 2.7.2 and in
Debian 1.2 we use gcc 2.7.2.1. I solved this problem by doing

cd /usr/lib/gcc-lib/i486-linux/2.7.2.1
ln -s ../2.7.2/f771 f771
ln -s ../2.7.2/libf2c.a libf2c.a

Then I was able to compile my FORTRAN programs.
